NO!

In reality, the item will become missing, be stolen, whatever it takes to avoid being "legit".

What I like is when they say, "No reserve", starting price $49.50 ..... or whatever). Isn't that effectively a reserve price of $49.50?

I make my auctions no reserve, but don't post it, just start them at a price I'm happy with and everything else is gravey. The MeGraw auctions start at 99 cents with no reserve. They been doing it a while so I guess they have faith in Ebay. Never did under stand a reserve auctuion that they're selling local too. They won't tell you the bidder the price, but will tell who ever drives up.

The two are a little different, to my way of thinking. With starting price where seller would be satisfied, highest bidder will get the item, period, and you know that when you bid. With unknown "reserve" price, you don't know if you'll get it or not, and some buyers are turned off by that. Not sure exactly why- seems they want either a "pure auction", or would negotiate face to face in the conventional way, but nothing in between. Reserve auction is kind of a hybrid of the two, and I've got no problem with it.

Also he probably has his bro-in-law bidding up to the price he wants to sell it for .It kinda works like it does at registered cattle sales ,you buy mine for $20,000.00 and I buy yours for $20000.00,we each sold high priced cows and it didn't cost either of us a dime.

Yes, that is correct. As a buyer you can demand the seller sell the item to you if you are high bidder (and there was no reserve) and if he won't you can complain to the Fleabay police. Odds are good they won't do anything about it and you will still be mad but since the Ebay folks don't want to make their sellers mad (since that's where they make most of their income) the bidder usually looses the battle.
