M Charging Woes

I'm working a '48 farmall M with all the original 6 volt electrical componets including lights that work. Generator has been rebuilt and a new voltage regulator installed. The field terminal wire on the generator is connected to the voltage reg terminal not being grounded under the voltage regulator screw. My amp meter doesn't show any movement of the needle on the plus side of zero unless I have the thottle lever in one spot which is mid idle. At that location meter reads +5amps never more. Makes no difference if the switch is in the fast charge or normal charging position. Once I increase or decrease RPM's the needle drops just to zero or slightly past neg zero on the amp meter. Wiring is original and all connections including the ones in the amp meter box. Tractor has always been stored inside of the barn and the electrical connections are pretty clean looking meaning not corrosive. Any idea how to get it to charge other than leaving it at that particular thottle spot location for a while to let it charge?
