Need help getting the W-9 to start

I tried to get the W-9 to start today after a long winter of restoration and I couldn't even get it to fire. It ran good last fall before I disassembled, sandblasted and painted it, so it must be something that I did. It is getting spark. I have not touched the timing since it ran last. I did install new points gapped to .020 and new plugs gapped to .025. All wires go to the proper cylinder in firing order. I have fuel to the carburetor. In fact, the lower air passage became so flooded that fuel was dripping out of the lower weep hole and even the choke cross shaft after a total of only about two minutes of cranking. The choke seems to operate properly, and I did rebuild the carburetor since it ran last. Pulled all plugs after a few minutes of cranking and they were dry. Dribbled some gas through each spark plug hole and got it to fire twice. I think that my problem is that I'm not getting fuel into the engine, but my experience with updraft carbs is nill. As always, any thoughts or suggestions are appreciated. I'm having fears that I might need to have my JD D pull it around at the shows this summer.
