Farmall 560 gas hydraulics

I have a 1961 Farmall 560 gas with triple valve hydralics & 2 pt hitch. The 2 point hitch(drawbar) has a delay(maybe 3 or 4 minutes) in settling after moving up or down when you reposition the control lever(it may crept up or down 3 or 4 inches. After I let the tractor set for 15 months & draining about 1/2 cup of water from the drain plugs underneath, now as soon as I start the tractor, the drawbar raises to the top & will not drop. Must loosen hose & bleed off fluid, but it repeats again on restarting. Could something in the control valve assembly be leaking/stuck?
