Lead Washer in Farmall H Carb.

Please Help,
I have a student who is restoring a Farmall H, 1944 Model. He is rebuilding the carb and with his kit came a new lead washer for the needle valve on it. My question is, How do you remove the old washer and install the new one? We have scraped about as much of the old washer out as we could. And the new one will not fit without forcing it. If someone has rebuilt a carb before, then I would appreciate some input on how to fix this carb.
