International 300 question(lever)

I`ve been looking at a IH 300for use on a small farm.What does the lever on the left beside the clutch pedal do?It has a push button on top to lock in position.Seems to connect to clutch linkage(not hooked up).Is this the torque amplifier i`ve heard about or is this for IPTO?Tractor seems to be in decent shape. Any help appreciated new to IH. Thanks.
