Did you turn the engine over while the distributor was out of the tractor? If so, you may have it half a rotation off. Both valves should be closed on number one and building compression when the rotor comes to that wire. IF not, then I would recheck the dwell, (gap) and make sure the timing is not to far advanced or retarded.
