All parts in picture are aftermarket.Notice the fork has different bearings to pivot than stock bearings. notice the pivot shaft is threaded on one end,stock has no threads. I would say rest of small parts are there in packages. Throttle tube is sharper edged at step down than stock and arm on shaft probably has threaded hole for helm joint mounting. The ones I have worked on like that have TG before numbers on weights and fork the same as what I have always took for Thompson Governors. Also found them with plain tube, tube with metal tag with M&W and tube with M&W in raised area. Have M&W page from 1964 that shows the two weight governor in a open box and paper packing under parts that could be newspaper.
