My eyesight is failing, and I read the word "toward" as "forward." The correct reading is, "Hold the rockshaft arm as far toward the the carburetor as they will go." It sounds to me like you figured out the correct answer on your own: with the speed control lever in wide open position, the carb should be at full throttle. But it also sounds like you may have forgotten to move the rockshaft arm towards the carburetor also. Sorry for the confusion. I'd still like to know what you found when you did the resistance to movement check.
