Super H Idle

This thing is driving me nuts. I've never encountered the problems I am seeing here. Now it's the idle. I rebuilt the carb, with the complete kit. Runs strong, powers up no smoke, no leaks, but....it won't idle down to low idle. Double checked the idle stop screw, now have it way off, almost no friction. Can't get idle down by prying on the governor lever. Governor works as it should driving/pulling. Can this be a weak return spring? Does the spring in the governor pull the throttle closed or open it up? How do I look see where the throttle plate is at low idle with the whole thing, governor and carb connected? I'm tired of doing wheelies starting from the barn! Gordo
