Disc brakes locking on SuperM

Our M had a bad tendency for the brakes to lock up after even if you touch the brakes. After 2 months, you have to take the discs off and use sand paper to rough them up because they become glazed. We have replaced the discs, and should we bother changing the mechanism? (i forget the proper name) Are there any other things that could cause this?
