IH574 GAS ENGINE SEEMS WEAK

I recently bought a 574 Gas I.H.. It runs smooth, starts easy, turns up about 2800 rpm's, but doesn't seem to have the power it should when I put a load on it. I have about 15 arces that I bushhog with a 6' woods mower, and when I engage the pto it will drop the rpms to about 2100 before picking up, then when mowing I run in 2 or 3 low range I can feel the engine lug. Actually, it seems to lug with the mower even in 1low. The tractor is in excellant shape, no smoke no noises, and has a I.H 2050 loader on it. The tractor I replaced was a J.D. 2040 (60hp) deisel and I used it the sam way it seemed to have a lot more power. I have read the archives, and found comments about the fuel flow being stoped up bun my tank is really clean.? Any ideas? mike
