706 3pt wont lower

I finally started looking into why my three point wont lower. I put a pipe wrench on it and get it to lower about four inches. It will bob up and down another two inches, but wont release. I took the top link bracket plate off and everything seems to be working. The cylinder goes in and out with the force of the pipe wrench, but wont release. Could this be a bad valve in the hydraulics. It seems to me to be air making the cylinder pressure soft. I wouldnt thing hydraulic fluid would allow it to be soft??????????????????? Also, when you get it to lower the four inches, the cylinder will lift it back up and when I release it just goes to the same spot.
