'53 Super M Hydraulics weak/slow

Tried to lift the pto driven hay rake by pulling on the hydraulic control lever but got no response(pushing the control lever in resulted in the rake lowering.) With someone holding the control lever in the raise position I could raise the rake by manually lifting the chassis of the rake. The clutch was engaged, transmission in nuetral, and running at nearly full throttle. The fluid level is where the stick indicates full. Do I need a rebuild, new pump, or another M?
