Farmall H cooling problem

I have a 50 H that the temperature pulses up and down on. I put a new 180 thermostat in it and it goes up to about 230 and then rapidly cools down to 160 then repeats. It goes up till it starts to boil over then it opens and cools down. I had the radiator cleaned by a shop and the block is flushed out. I bought a second thermostst from a NAPA store and it does the same thing. Also replaced the radiator cap with a new one.This has me scratching my head. Why won't it just warm up then maintain 180 degrees? Anyone else have this problem before? Water pump pumps great.
