Both of the problems you talk about are common on the H. I have an H that the starter sticks in one spot on the flywheel. Some times I take the crank and turn the engine a little to release the starter or some times I will put the tractor in gear and rock it back and forth to pop the starter loose. Dont forget to have the ignition switch turned off.
