question on a IH 574 reverse

i recently bought a IH 574 deisel tractor and i am having trouble with reverse not always working all i have to do to get it to work is keep pushing in and letting out on the clutch when i bought the tractor the guy said the T.A. didnt always work would that have anything to do with the reverse not always working
