A Farmall\screwy generator

I have a 1940 A with the cutout thats mounted on the generator. The amp meter shows about 4 amps when running, but when I check the voltage with meter at battery, it jumps all over a range from 2 to 12 volts. The brushes look good, communtator has a slight blue color to it. Anyone got any ideas on how I can get the voltage to even out?? Do they make new cutouts?? thanks
