If there is a lot of wear in the governor, or in the linkage from it to the carburetor, you will not get maximum rpm's out of the engine. Also wear in the linkage from the gov. to the hand throttle will have similar effects.
The easiest way I know of to check for rpm's is to hold a hand held tachometer to the pto shaft. You should get a reading of at least 540 rpm's.
Check through the archives of the tractor pulling forum, some good info. there on how to make the governor perform better.
