PTO drive on the 460 is separate from the ground drive. What you have here almost sounds like the plate that the clutch fiber is riveted to may have broken. With the inspection cover off, jack up a rear wheel and turn it, checking to see if you can hear any noise inside the clutch housing. (You could also take off the top inspection cover in the TA part of the housing and look to see if the TA clutch is turning.) If you hear noise or if the TA clutch is turning, split the tractor and put in a new clutch. I suggest a full faced fiber one rather than the button clutch. I have had the best luck getting these at a parts house rather than CaseIH dealers. Full faced fiber is easier on flywheels and pressure plates, and makes shifting in and out of gear a whole lot less frustrating. Good Luck!
