oil pan holes

I'm replacing my oil pan gasket, and I was down underneath my tractor cleaning the bottom of the motor. when I noticed two 1/2 inch holes I thought were plugged with goo, but when I stuck a screwdriver through these holes and found out they were full of some kinda cork material. They are inside the oil pan seal just wondering if I need to refill these hole before putting my oil pan back. Any info would help Thanks Wes
