On the plus side, at least you have brakes. On the negative, they shouldn't lock up. Part of the reason could be inadequate ballast/traction. I know the one working brake on my Cub will lock up on the gravel driveway, but that's because it has no ballast and is running turf tires (i.e. no traction). No traction to keep the tire spinning means it'll cut loose and slide.
