3pt hitch ignorance...

I have an IH 404 and a blade and plan to plow snow this winter with it. They way my three point hitch works it does not allow it to "float" over varying height ground rather it seems to want to stay fixed in the position you move it to.

How or what do I need to do to make it "float" so that it will not tear into my blacktop?

Yes, I know I am ignorant when it comes to it's use. I have read the owners manual and I cannot find it refering to floating the 3 pt or leaving it down so it can change height by itself.
