I doubt that the needle and seat is bad or it would leak before you start it. As others have said check for crud in the tank. You might also want to take that float out and shake it to see if there is any gas in it. What you are describing could be caused by a small crack on the top of the float that when the fuel splashes around in the carburetor will get into the float and cause it to sink. Check for crud and the float. Likely you will find the problem.
