I think there's a filter screen underneath a cover on the side of the steering pedestal/hydraulic reservoir. It's a round cover held on by four bolts. That may be clogged. Hydraulic fluid should not be "really thick" in cold weather. ThickER than normal, but not molasses-in-January thick. If your fluid is thick like that, then you've got the wrong stuff in there. Get yourself some genuine CaseIH Hy-Tran and change the fluid once you've cleaned the screen.
