574 Brake Equalizer

My cousin has an International 574 that has had some brake problems. We have removed the master cylinders and equalizer at this point just to clean them up. Someone has bypassed the equalizer valve altogether. Although we have a kit to rebuild the equalizer, we received some advice yesterday from a former International Harvester parts guy that rebuilding the equalizer is a mistake and that we should just reassemble the system as it was. I should also say that the original tees that attached the equalizer to the rest of the system have been discarded at some point in the past, so we don't have those. I expect we would have to obtain those from somewhere if we ever want the equalizer to work correctly. Would anyone have any input into this situation? Thanks, Tim
