HEY JOHN, DON'T TEAR THAT TRACTOR APART YET!!! At least try this little trick first. Start the tractor and let run at a fast idle with the hydraulic control in the raise position. Now use air presure from a blow gun to blow air into the dip stick tube on the left side of the transmission housing. Your pump is having trouble self priming and this will give it a boost. You will hear air coming out from under the seat because there is a breather there, so you cannot put too much air to hurt anything. This is a common problem with model tractor. This has always worked for me. Hope it helps you.
