I had the same problem with my 400. Bought it with a cracked flange. First I bought a new flange which was an ORG IH PART cost was $180 just for the flange. Could not get the packing nut off either. Checked out the cost of a new water pump from from dealer was $240. The rebuilt one has the flange but they have done away with the packing nut and the fan bolts direct to the front of the pump. No springs or spacers. Also you can get an aftermarket flange if you do get the nut off for $30. I was told by the dealer in litchfield mich. So check around.
