My personal experience with PB is on a very rusty H with many stuck bolts. Because it's out at my folks' place and I only make it out there about once a month, the penetrant has time to soak in and do some good. When I get a stuck bolt, I spray it with PB a few times, and come back a few weeks later. 99 times out of 100, the bolt is free.

The only instant penetrant is a good old flame wrench: An oxy-acetylene torch, and even those don't always work.
