If that much water "boils off" every time you run the tractor, no, it's not normal. Most likely something leaking somewhere. Any sign of water in the oil? Might also be head gasket. Top it off with water and let it get good and warm and watch for bubbles in the radiator. If I remember right, there should be a copper washer under the top of the bolt head on the oil filter housing. If yours is gone, most parts stores should have some kind of crushable washer that'll work, maybe something for an automotive oil pan drain plug?
