Vinyl cut decals are cut from self-adhesive vinyl, hence the name.
The "regular" decals are printed on clear mylar, the same material those shiny balloons are made of. These may be peel-and-stick, or water transfer just like those little plastic models you or your kids probably built as a kid.
Vinyl decals are far and away better, but not original. The color goes all the way through, and the material is much more pliable to go smoothly over curved surfaces.
Mylar decals are original, and they're much less expensive (about 1/2 to 1/3 the cost of cut vinyl). Unlike vinyl where "open" areas are bare to the paint, mylar decals have clear sections which can cause the paint to look discolored.
