All my tractors have steel wheels and I like them to look original with the lugs, so I have steel bands made for the rear wheel out of 1/4 or 3/8" steel and then I got some old belting material from a guy that is about 3/8" thick. I cut it the width of the steel road bands and glue it on with adhesive I get from a place that installs windshields in cars. They also sell a primer you paint on before you put the adhesive on. The adhesive comes in caulk gun tubes. When I have the road bands made I have them drill holes in the bands and then put black elevator bolts in to help hold the belting material in place. On the front wheels, I just remove the steel guide rings and use the existing holes and glue and bolt the belting on. Looks great and works very well. Let me know if you want any more info. 785-748-0061. I can also take pictures and email them to you. Hank.
