International 424 running rich

I have a International 424 gas tractor I recently purchased. The spark plugs are very black, and are only a few hrs. on them. I have tried to lean the carb. and have replaced the air filter, and cleaned the air passage from the filter to carb. It has not used any oil yet and doesn't appear to smoke. The compression is between 140-145 on all cylinders. Perhaps someone can shed a little lite on the problem, also if someone could send me a picture of the 424, some tin is missing and I would like to see what it is supposed to look like.
