Hi Brian, it have a large plug under the MCV valve, under the hydrolic filter, remove the plug, in the hole it have the flow-divider valve, normally the valve is free in the bore, if it stuck in the bottom, you have no flow for the hitch but the steering work, stuck in up, no steering but the rest work.If the divider valve is OK, under the seat, another valve with a large plug too, loose the plug for 2 turn, run the engine, if the hitch goes up, remove the plug then the spool inside, check for the position of the spool.
