If the ballast resistor were defective, it would NOT run when you released the key. It would only run while you held the key.
On that 4010, I would guess that there is a wire that runs from a post on the solenoid straight to the ignition coil. Like someone else said, this is a "booster" to provide 12V to the coil to get a hotter spark at start time.
Normally power runs through a ballast resistor which provides 6V to the coil. You can't run 12V to the coil all the time or it will burn out.
I would suspect that there is a problem with this wire, or with the solenoid.
