That's a semi-mount plow so really the tractor is only lifting half of it. Notice the hydraulic cylinder on the rear caster wheel.
I'd believe a good 450 could pull 4x16s in loamy ground. The F400 can pull 3x14s decently in our ground, and the general rule of thumb around here is to drop a bottom from the tractor's plow rating if you want to maintain forward motion.
