Sorry, forgot to mention: I would figure on a grinding off the peening. Actually, I would probably use a cutoff wheel on a 4 inch grinder to make it removable, then find a bolt or clevis pin to replace it. Hardware stores sell pins with a series of cotter holes that you just cut off the pin to fit the length.
Lastly, do you really need to remove it? For painting, yea sure, but otherwise it will be dirty in there pretty quick anyways, and if it moves easy enough as is? Just having a thought, as I have to say I would knock them out and replace them...
