Is it spark plugs or my driving?

My 1953 Super C fouls its plugs every 4-6 hours of work, especially mowing with my 4 ft brushog. Compression is good and uniform (115.lbs/in +-3lbs. the machine burns no oil, emits no smoke. I'm wondering if I've got the wrong plugs. I don't labor it, using 2nd gear most of the time for mowing. Plugs are Champion 549 (D18Y), Any ideas? Thanks
