There could be lot's of things wrong, some major, some minor. did you open the starter up and look at the brushes and commutator? Are the bushings ok? did it slowly get to this point or did it all of a sudden start acting this way? Do you have good, clean, connections from the battery to the starter/frame of tractor?
Best case, you need brushes and the commutator turned and cut. Worst case, you have bad windings. Best thing is to take it to a starter/generator shop and have then go through it if you are not familiar with the internals of a starter. To check the windings, you will need a growler.
