If the tractor has its original Tel-a-depth system, the valve for the fast hitch isn't a simple spool valve. There's a whole system of linkages and gears so the hitch can "tell" the valve what position it's in.
From what little I know and have read about it, you are much better off messing with the cylinder to see if that fixes the problem.
