Before you tear into the governor, first check the the linkage is properly synchronized (adjusted) to the carb throttle shaft:
Remove the cover from the governor riser (the sloped cover with a vent tube heading up to the head). Remove the cotter pin then the pivot pin from the bellcrank inside the riser. Set the governor hand lever to max speed, then pull up on both the adjusting block and the throttle shaft bellcrank as far as they will go. Now while holding the parts up, try to reinsert the pivot pin - it should slide in easily.
If it does not, loosen the locknut and turn the adjusting block up or down on the threads until the pin slides in easily. The governor will now be synchronized with the carburetor.
