Is this good for a Cub?

Looks like I will be buying a 47 Cub with PTO and Hydraulics, good rear rubber, new tubes, fair front rubber, new points, plugs, fluid, supposed overhaul within past few years, new rear seals, new brakes, new battery, original 6 volt start/lights. Runs well, no leaks. Clean sheet metal.

Looks like it could use steering wheel, seat, paint job, front tires, and mesh grill.

$1,500 sound fair? I'm in PA where things tend to be a bit higher than they are in the rest of the world.
