HARD STARRTING 656

I have a farmall 656 that is vert hard starting. I heat the motor with the glow plugs, but it seems like it takes so long to heat the motor 1 min. or longer at 32 deg.fer. All plugs check out good. Is it possible that the glow plugs are old from being used some many times over the life of the tractor. The glow plug meter reads good when you heat the tractor. Is it possible that the tractor is weened on starting fluid from its previous owner. I don't like to either a motor. any and all response is a big help THANKS CHARLES
