Could be an intake leak, but usually that make idling impossible without running on partial choke.

To check for a intake manifold leak, have the engine idling and dribble water along the gasket-to-block interface and listen for a change in idling. Also have seen it done with a light oil.

Is your air cleaner clean? A plugged aircleaner will kill your power. (Check for dirt dauber nests in the inlet stack. I had this problem happen on a JD once.)

Also I wonder if the timing advance is working. Have you hooked up a timing light to the tractor?
