Short answer, no. There is no electrical connection between the magnets and the backing plates.
There are two wires coming out of each magnet. One wire from each magnet goes to the source (brake controller) and the other wire from each magnet goes to a return/ground. Doesn't matter which is which.
Electric brakes should have a dedicated return wire to a ground terminal in the trailer connector rather than depending on the trailer frame as the ground.
