If you harrow around a house just before a brush fire is in the area, no one will say anything, they will want you to do around their place next, but when the wind kicks up your topsoil and gets the neighbors peed off, well, it is your topsoil that has blown away right? Creating your own little dust bowl doesn't do any of ya any good. You don't farm it? Or market garden? Hobby farm? you are trying to kill bugs? So the neighbors-and town, reckons you are makiing a mess playing with your tractor. If it is fit to graze, gets something to eat it, if not, wow. If you have to expose topsoil, and not re seed, for insect control... you need the cooperative extension or some sort of option...
