Is there a tiny amount of in and out movement in the control valve? (As there should be?) Perhaps it is rusted stuck or a chunk of debris has found it's way into the internal spool valve area, jamming it.
The cylinder is a welded unit and they DO fail from time to time. The easiest way to check it that I can think of is if you have a pair of male couplers from an attachment that could be transferred to the hoses from the cylinder, then plug them in to a pair of the couplers at the front and see if it extends and retracts and makes the system bypass when it reaches the end of it's stroke (indicating no internal leakage).
I have a 400 and I have shop manuals for most of my tractors, but not the 400. I wish I had a factory manual, as it would likely have detailed specs on pressure and flow in the steering system.
