Dell's customer service has been awful for several years now. I would NEVER recommend anyone purchase one. I have recovered several Dells after they stopped working and dell customer service wouldn't help because they were out of warranty. When my parents Dell acted up, I bought a full OEM version of Windows 7 and removed all trace of Dell from the machine other than the logo on the case. My new machine (bought in Feb) is HP. Not sure of their customer service, but I got a much better machine for much less than Dell.
Most Windows problem can be resolved by searching the Microsoft website for free. Or Google.
