I have noticed the same things however I think that it is simply the nature of this type of open forum. Newer members (I've only been here less than 2 years) will eventually come up to speed on a lot of things and provide answers so the members who have been here longer don't have to. I don't think anyone here knows it all and bringing up old topics will sometimes bring new and different ideas.
Also, many other forums have stickies that are very popular topics that are kept at the top of the page of the various forums and contain the answers to very popular questions to save a lot of looking and a lot of questions being answered multiple times. Not sure if YT has the ability to do this but it might not be a bad idea.
