Craiglist's official position is that Craigslist is only to be used locally, which is why they don't provide a regional or global search. This way, they avoid getting blamed when someone gets scammed dealing with an out-of-town or out-of-state party. However, they could easily block the search aggregators if they wanted to. I assume by allowing the aggregators to query the local sites, they are tacitly saying "we told you to not deal out-of-town, if you do so it's at your own risk and you can't say we didn't tell you so when you get scammed."
